Born in Braga, in 1958. Law Degree from the Strasbourg University. Master in Law, from the Institute for Advanced European Studies in Strasbourg. Post-graduated in Tax Law, from the Universidade Católica Portuguesa. Lawyer since 1984; member of the Administration Board of the Port of Sines between 1988 and 1992; member of the national commission of elections between 1999 and 2001; Secretary of State for justice between 2002 and 2004; co-author of manuals and books on European Law and European Litigation.
